The tools you can use to do this are on the left-side panel. On the other hand, Local Adjustments is there to make changes to only small sections of your image. The first one, Overall Settings, will make any changes to your entire image. The first is Overall settings, and the other is Local Adjustments. If you go to the top of where the adjustments are located you will see a button called Show More.

Here you can make all your basic adjustments like exposure, highlights, and shadows. Once you have decided which image you want to work on you are ready for the Develop module.
